Substances Addressed through the Drug-Free Communities Project:

The ERASE Coalition seeks to prevent and reduce use of alcohol, marijuana and tobacco, which has been determined by needs assessment data to be the most used substances by youth in the region.  To prevent and reduce use of these problem substances, the Coalition will address the two Drug-Free Communities Support Program goals:

  1. Establish and strengthen collaboration among communities, private nonprofit agencies, and Federal, State, local, and tribal governments to support the efforts of community coalitions to prevent and reduce substance abuse among youth.
  2. Reduce substance abuse among youth and, over time, among adults by addressing the factors in a community that increase the risk of substance abuse and promoting the factors that minimize the risk of substance abuse. (Substances include, but are not limited to, narcotics, depressants, stimulants, hallucinogens, cannabis, inhalants, alcohol, and tobacco, where their use is prohibited by Federal, State or local law.)

Note: DFC projects focuses on multiple drugs of abuse, including those listed above. When the term “drug use” or “substance abuse” is used in this funding announcement, it is intended to include all of the above.

Prevention of Substance Abuse:

Prevention is a proactive process that empowers individuals and systems to meet the challenges of life events and transitions by creating and reinforcing conditions that promote healthy behaviors and lifestyles.  The goal of substance abuse prevention is the fostering of a climate in which...

  1. alcohol use is acceptable only for those of legal age and only when the risk of adverse consequences is minimal
  2. prescription and over-the-counter drugs are used only for the purposes for which they are intended
  3. other substances (e.g., aerosols) are used only for their intended purposes
  4. illegal drugs and tobacco are not used at all
